Violations of Human Rights Obligations Under the International Covenant on Civil and Political Rights through the New York Police Department's Stop and Frisk Practices

Report focuses on the issue of racial discrimination by the New York Police Department, specifically its Stop and Frisk policy, which unfairly targets Black and Latino individuals. It notes that based on the Center’s own research with affected individuals, this policy violates a host of Covenant-protected freedoms and rights, including freedoms of movement, from discrimination, from cruel, inhuman, and degrading treatment or punishment, and the rights to privacy and freedom of expression, among others.
