Protecting Internally Displaced Persons: A Manual for Law and Policymakers

"This manual represents the culmination of a three-year process of research and consultation that I initiated shortly after being appointed Representative of the Secretary General on the Human Rights of Internally Displaced Persons. The drafting of the manual was undertaken in furtherance of my mandate to engage in coordinated advocacy in favor of the protection and respect of the human rights of IDPs and, in particular, to continue my “efforts to further the dissemination, promotion and application of the Guiding Principles and to provide support for efforts to promote capacity-building and the use of the Guiding Principles, as well as the development of domestic legislation and policies” (Human Rights Council Resolution 6/32, paragraph 7(c)).
