Report states that treaties between the United States and Indigenous Nations continue to be undermined by the “plenary power” of the U.S. Congress. This power has been interpreted as the power to make unilateral decisions about lands, resources and political status of Indigenous Peoples without their consent and, in many cases, completely disregards legal obligations enshrined in Treaties. It also addresses an ongoing lack of legal protection for Indigenous People’s sacred sites, religious practice, culture and spirituality.
